Refuse Collection & Recycling


The Town of Woodstock has contracted with Waste Management of Virginia, Inc. for weekly residential refuse collection services. Refuse collection occurs every Wednesday for all residential properties. In addition, the Town offers business refuse and recycling collection for those businesses that show interest and contact the Municipal Office to enroll. Curbside Recycling

Curbside recycling has been temporarily suspended by the Town due to changes in the global recycling market. During the Town’s request for proposals for a new refuse and recycling contractor, unfortunately there were no offerors who proposed recycling services. We recognize that this is a setback pertaining to our locality and organizational environmental values, and will be attempting to identify a solution in the future. We are not alone. There are many localities large and small that are dealing with the same recycling crisis and have suspended services at this time.

Since Shenandoah County still provides convenience sites for sorted recyclable materials, we hope that you choose to recycle as long as they have their vendor contracts. Recyclables not entering the landfill lessen our solid waste tipping fee charged monthly by Shenandoah County. Follow Shenandoah County Landfill at www.shenandoahcountyva.us/landfill/recycling.

Times

Refuse  must be out on the very edge of your curb or designated collection space no earlier than 5 p.m. the evening before your collection day and no later than 7 a.m. on your collection day.

Per Household Cost & Tipping Fees 

Residential refuse services are provide for a monthly $16.40 fee per household. This fees covers the cost of service provided by Waste Management, as well as a portion of the tipping fees from Shenandoah County Landfill. The tipping fee covers capital expenses (new automated trucks), truck drivers (labor), and delivery (fuel, maintenance and repairs, etc.) to the Shenandoah County Landfill. 

Refuse Containers

The per household fee will include a new 96-gallon cart with wheels. The carts are placed at the curb no later than 7:00 am on our collection day (Wednesday) and are emptied by a Waste Management-branded truck with an automated grasping arm. All refuse shall be placed inside the cart, creating a clean and uniform street, and a safer and more efficient collection for residents, and Waste Management employees. Carts will need to be placed 3-4 feet apart and away from other objects.

Additional Refuse Containers Lease Program

Working with Waste Management, one 96-gallon refuse cart is included with each household’s monthly fee. For those households that require additional carts, the Town is offering industry-grade, highly durable refuse carts for lease in coordination with Waste Management; the carts are furnished with wheels to roll the carts to the curb as well as lids to help keep refuse and recyclables contained (and accordingly out Town streets beautiful!) as well as to help prevent animals from easily accessing garbage. Both 64-gallon and 96-gallon carts are available for lease. Leased carts will be maintained and repaired by our contractor, Waste Management.

The fee to lease a cart, 64-gallon or 96-gallon-is $6 per month per cart, which will be added to your existing refuse charge on your monthly utility bill.

If you wish to lease a cart, contact the Municipal Office located at 540-459-3621 or 135 North Main Street, Woodstock, Virginia 22664. You may start or stop the lease as necessary; however, the lease will begin and the carts will be delivered to your residence on the first Wednesday of the month corresponding with the collection service. The Town does not prorate if the lease is terminated prior to the end of the month. Please also note that if the lease is terminated or you move out of the Town, the carts must be returned to the Town to avoid a $99 fee per cart.

Tire Collection

Tires will not be collected at any time.

Flammable & Hazardous Material

Flammable and/or hazardous materials will not be collected at any time.

Clean-Up Weeks

Appliances and other large pieces of metal will only be collected during regularly scheduled clean-up weeks. Clean-up weeks occur during the spring (the first full week in April), summer (the first full week in July) and the fall (the first full week in October). Announcements will be made as to the exact dates of spring and fall clean-up.

Inclement Weather
Refuse and recycling collection may be suspended due to extreme inclement weather at the discretion of the Town of Woodstock and American Disposal Services.
