Larry D. Bradford Fairview Park Master Plan
What could this space become?
The Town of Woodstock is reengaging in a park planning process for the Larry D. Bradford Fairview Park, nearly 75 acres located on West North Street, next to I-81.
In 2017, the Town installed a dog park with a shelter that was partially funded by the local Rotary club, and patrons can also watch local soccer teams practicing several times a week. The central campus cross country teams use the park for their roughly 3.1 mile course, as do many other passive recreation enthusiasts who come to enjoy the pastoral views.
The Town of Woodstock has engaged a design team led by LPDA, a landscape architecture firm based in Charlottesville, VA, to develop a new master plan for Larry D. Bradford Fairview Park. The new master plan will consider the context of the site, town, county, and region when developing the design. As part of the process, park and facility improvements that have taken place in Woodstock since the original 2008 master plan was created, demographics and recreational trends, market capacity and demand, and public input will all be considered.

October 20, 2023
A conditions assessment of all Woodstock town parks was conducted on October 18. This assessment evaluates the condition of park amenities as well as opportunities for infill. The information from this assessment will be used when developing the potential programming and amenities at LDB Fairview Park, as there might be opportunities to locate future amenities at these parks if they are not feasible at LDB Fairview Park.
Currently, an inventory of all park amenities in the town and county, including Shenandoah County Park, Seven Bends State Park, and key park facilities in other towns in the County, is being developed.
September 27, 2023
The project began with a meeting with Town staff on September 8th, 2023, which included a tour of town facilities. Mayor Jeremy McCleary selected a Design Committee representing key members of the public to advise the process and make a recommendation to Town Council. On September 27, LPDA gave a presentation introducing the project to the Design Committee.
A master plan was developed for Fairview Park in the early 2000s; however, the 2008 financial crisis changed the trajectory of that plan and ultimately, it did not come to fruition. When W.O.Riley park was updated in 2014, many of the park and recreation needs identified in the original Fairview plan were met, such as a stage and tennis courts, compelling the Town to reexamine current assets, needs and priorities.
Town Council funded an update to the Larry D. Bradford Fairview Park Master Plan using American Rescue Plan Act funds that seeks to inventory existing parks, consider current and future community needs and amenities, and develop a phased plan to implement quality, realistic, and maintainable amenities.
The Town of Woodstock is committed to hearing from the community about what they would like to see developed at this park. In an effort to keep the community informed and engaged, there will be multiple ways to stay informed and contribute.

Design Committee
Mayor McCleary appointed a special ad hoc committee to guide the process of updating Larry D. Bradford Fairview Park Master Plan. Additional information on the Design Committee can be found using the tab on the left.
Stakeholders
Certain heavy users of our park system have been identified and will be in close communication and my be interviewed during the planning process. Groups identified as stakeholders include Shenandoah County Public Schools, Shenandoah County Parks and Recreation, Shenandoah Memorial Hospital, and sports teams that use Town facilities such as the cross country and baseball teams.
Public Forum
There will be two stakeholder forums hosted by the Design Committee which will occur toward the beginning of the design phase and then once suggested changes have been added to the plan. They will both be public meetings and will be set up in such a manner to collect feedback.
The Design Committee was appointed by Mayor McCleary at the Council Meeting on September 5, 2023 to guide the process of updating Larry D. Bradford Fairview Park Master Plan.
Committee members are volunteering their time to disseminate information to others, provide feedback on tactics/ideas, make recommendations at decision points, attend the virtual kickoff meeting, host two (2) stakeholder forums during the planning process, and make a recommendation to Town Council at the end of the process.
